Director of Prisons/Finance & Administration

Mr. Samuel Akampure Akolbire is an astute Prisons Officer born on the 5th of October, 1966. He was enlisted into the senior corps of the Ghana Prisons Service on 1st December, 1995, as an officer cadet.

Until his current appointment, he was the Director of Prisons in Charge of Operations. He has been the longest serving General Staff Officer (Chief of Staff) of the Service. He also served as the Commanding Officer of the Prisons Headquarters in Accra. By dint of hard work, selfless commitment, perseverance and strong leadership skills, he rose through the ranks within the superior officer corps to become the Director of Prisons in Charge of Administration.

Mr. Akolbire has served in several other capacities in his career as a corrections officer, both at the national and international levels. He was the Welfare Officer and Security Coordinator at the Nsawam Medium Security Prison; Officer in Charge at Winneba Local Prison; the Second in Command at the Kpando Local Prison and subsequently became the Officer In-Charge. 

DOP. Akolbire holds a Master of Arts Degree in Human Resource Management from the University of Cape Coast, A Post Graduate Certificate and Post Graduate Diploma in Public Administration from the Ghana Institute of Management and Public Administration (GIMPA). A Bachelor of Arts Degree in Social Work with Sociology from the University of Ghana, Legon. He is a proud product of Zamse Secondary/Technical School, Bolgatanga, for his G.C.E ‘O’ levels and Bawku Secondary School for the G.C.E. Advanced Level Certificates.

He was a Corrections Advisor and Mentor to the United Nations Mission in Liberia (UNMIL) from January, 2009 to July, 2010.

He has attended several courses and seminars at the national and international levels, which include: Corporate Governance and Strategic Leadership, by Centre for Public Sector Training and Development, Accra; Managing Defense in Wider Security Context by United Kingdom Defense Academy and the Cranfield University in collaboration with the Kofi Annan International Peace Keeping Training Center; Human Resource Management Information System for END-USER organizations by the Public Service Commission of Ghana, Accra; New Performance Management Systems for Directors in the Ghana Public Service; Master Class certificate in Project Management for Development: by the Faculty of Competency-Based Training and Learning of the Institute of Project Management Practitioners in Accra.

Others include a Trainer of Trainers Course on Human Rights, Training of Law Enforcement for Senior Officers of Security Agencies, under the Ministry of Interior, the International Visitor Leadership Program on Children in the United States Justice System, and Ghana Delegate on a Workshop for the Preparation of a Program for the 3rd Biennial Congress of the African Correctional Services Associations (ACSA).

In August, 2018 he was appointed as the senior officers’ representative on the 7th Governing Council of the Service.

He is a great fan of football and World Wrestling Entertainment (WWE). He is blessed with five (5) children.
