Director of Prisons/Services & Prison Business

Mr. Francis Selorm Hagbe is an accomplished Prisons Officer with over 26 years of professional experience in prison management at both national and international levels. He is known for his analytical mindset, conscientious nature, and excellent interpersonal skills.

Mr. Hagbe joined the Ghana Prisons Service as a graduate entrant on June 11, 1999, and was commissioned as an Assistant Superintendent of Prisons on December 17, 1999, after successfully completing six months of intensive academic and practical training.

Through dedication, hard work, and professionalism, he steadily rose through the ranks to attain his current position of Director of Prisons, where he heads the Services and Prisons Business Directorate, a newly established unit. Prior to this appointment, he served as Director of Prisons in charge of Operations, a role he executed with distinction.

Throughout his career, Mr. Hagbe has held several key command positions, including Chief of Operations at the Prisons Headquarters, Upper West Regional Commander and Officer in Charge of Wa Central Prison, Second-in-Command (2IC) Kumasi Central Prison, Tarkwa Local Prison, and Officer in Charge of James Camp Prison.

On the international front, he served as a Correctional Advisor and Mentor with the United Nations Mission in South Sudan (UNMISS), where he contributed to organizing capacity-building programmes for national prison staff, Reporting Officer of the Corrections Advisory Section,  among other responsibilities.

Academically, Mr. Hagbe holds a Master of Business Administration (MBA) in Human Resource Management and a Bachelor of Arts (BA) in Geography and Resource Development from the University of Ghana. He also earned a Post-Graduate Certificate in Public Administration (CPA) with distinction from the Ghana Institute of Management and Public Administration (GIMPA).

He has further enhanced his professional competencies through several specialized training programmes, including Security Sector Reform (SSR), Rule of Law (RoL), and Criminal Justice Administration (CJA) at the Kofi Annan International Peacekeeping Training Centre, as well as New Approaches to Correctional Management at the West African Regional Training Centre, Accra.

With over 26 years of cumulative experience in both field and administrative roles within the Ghana Prisons Service, Mr. Hagbe has also participated in international study tours in Spain, South Africa, Mauritius, Morrocco and other countries.

A results-oriented leader, Mr. Hagbe is deeply committed to institutional reform and the welfare of staff. He has played a pivotal role in the formulation of policies, intervention strategies, and programmes aimed at HIV prevention and care within the prison community.

Mr. Francis Selorm Hagbe was born on April 10, 1975, and hails from Kpando in the Volta Region of Ghana

Outside of his professional duties, Mr. Hagbe enjoys watching soccer and investigative documentaries. He is married and blessed with three children.
