
Mrs. Millicent Owusu is an astute Prisons Officer born on the 9th February, 1974. She was enlisted into the senior corps of the Ghana Prisons Service on 2nd December, 2002, as an officer cadet and was successfully commissioned as a Deputy Superintendent of Prisons (DSP) on 27th June, 2003.
Until his current appointment, she has a proven track record of developing and implementing programs that address the complex needs of prisoners and juveniles, including partnership with stakeholders, government agencies, community organizations and private sector providers. She is committed to creating a safe, supportive and inclusive environment that promote positive change and reduce recidivism.
Mrs. Owusu has served in several other capacities in her career as a Corrections Officer, both at the national and international levels. She has served as an Officer in Charge at the Sekondi Female Prison; Officer in Charge of Tamale Female Prison; the Acting Second in Command at the Ankaful Main Camp Prison; Staff Officer/OIC Industries and Marketing at the Nsawam Female Prison and Officer in Charge Marketing and Stores at the Sekondi Central Prison.
DOP. Owusu holds a Post Graduate Diploma in Marketing (CIM-UK) from Institute of Professional Studies (IPS) Legon, Accra, Advance Certificate in Marketing (CIM-UK) from Institute of Professional Studies (IPS) Legon Accra, Certificate in Marketing (CIM-UK) also from Institute of Professional Studies (IPS) Legon Accra.
She is a proud product of New Juabeng Secondary Commercial School in Koforidua, for her G.C.E ‘A’ level Certificate and Adonten Secondary School (Aburi) for the G.C.E. ‘O’ Level Certificate.
She has attended several courses and seminars at the national and international levels, notably, A Journey in Prison Reform, Correctional Academy of Malaysia in Malaysia; Correctional Institutions Management Training, Colorado; Women’s Leadership Development, KAIPTC; Paralegal Training for Security Officers, Accra; and Internal Security & Counter Insurgency Training at GAFC.
She enjoys reading, listening to music and traveling. She is happily married with children.
